Trying to find RM23NOG104579, '70 RR, 383, auto, factory air, burnt orange (rust color) near Manhattan, KS  

because of stalking issues.. finding a car by license plate or vin number is not as easy as it used to be..


take your ID and the vin number to your motor vehicles department..

most states will allow you to submit a form to the DMV and your ID... for THEM to mail to the registered owner/s of that car.. requesting approval to be contacted on the issues you have stated on the forum..  i breezed through this section and did not see the proper forum or area..

talk to the DMV clerks.. or the DMV supervisor.. one of them will know what form to fill out..
