You have a big car as does he. I would go with the 360 and forget the nitrous. A well built 360 will run mid twelves in street trim in a B-body, without two much effort.
What will it take?
Depends on what you want to build? The early LA motor, or the Magnum 360 built after 92.
Both motors are awesome.
You will need a tried and true set up, here goes.
The formula for a torque monster 360.

Quick tips from the Doc.
9.5 comp. speed pro pistons, moly rings run on 94 octane pump gas.
Ported and polished heads, 2.02 intake La motor.
Hughes .510 roller hydraulic Mag. motor.
Mopar performance solid .528 La Motor.
Roller Rockers 1.5 La, or 1.6 Mag. motor.
Moly pushrods.
.535 mopar valve springs.
Edelbrock air-gap intake, with 340 windage tray under intake to help retain the solid lifters in the LA motor in case of breakage.
Holley 750 D.P. HP carb with 71 jets in the front 83's in the rears.
1" 4 hole spacer.
I-beam rods.
Stock crank with 340 windage tray.
7 qt. oil pan with high volume pump, 20w50 Valvoline racing oil when broken in for the LA solid lift. Or 5w50 Synthetic for the Magnum motor.
1 5/8th headman headers, or 1 3/4" hookers either motor.
MSD-6AL ign. 12 degrees initial timing 36/38 degrees total.
727 trans. with a dynamic 9 1/2" converter, 4000 stall.
Cheetah forward manual valve body, Valvoline synthetic trans fluid with a large cooler.
4.30 gear, 8 3/4 rear with clutch type posi.
H.D. rear springs with long drag shocks rear, pinion snubber close to floor.  Front shocks 90/10, 28x10 rear slicks, on 15x8 aluminum rims rear.
Shift 5800 rpm. with a max red line of 6400.
Hang on cause you are gonna need to tie the frame together when this thing leaves.
Expect 1.6 60 ft. times, 12.5's at 108 on a good day.
Not only will you beat the rocket! You will be one of the fastest N/A street cars in town.
Not fast enough? go more comp. up to 11.1 with racing gas. More cam, up to .550 net lift. Duration 244 intake 252 exhaust @ .50, and the M-1 intake, 1 3/4" headers.
Shift 6400 RPM.
This build with run high 11's.
All this from a mighty small block with iron heads.
You can stray from these recommendations but chances are you will run slower.
Best of luck

I have this combination in my 67 Satellite and it makes 476 HP at the crank.
Car runs 12.5's at a best of 108 mph.

Yes 727. If it was in an A-body I would be tempted to use a 904, about a tenth quicker plus the lighter body car would be capable of some very low 12's.
Cost depends on how much you can do yourself.
It took me 3 yrs to figure out the combo so I spent a lot of time & money I didn't need to trying different cams, carbs jetting, timing etc.
If I had to do it all over again and everything was a fresh rebuild, your probably gonna lay out 5-6 grand in parts. I actually started with a wrecking yard 360 for $300.00 and went from there.
Best of luck

That all depends on the block. I got a low mileage unit and just honed the cylinders so the rings would seat.
