Brake adjustment on 69 coronet

Coronet has drums all the way round.How come the backing plates (all 4) have two access holes to get to the star wheel, but the starwheels line up in the center between the two. (And I have turned them around and they still in the center)Am I missing something here?

Yea! If the star wheel moved you would not be able to adjust the rear brakes. When you turn the star wheel the threaded part of the adjuster turns and increases the the contact area of the shoes.
The reason for the second hole in the backing plate? So you can stick a screw driver threw to the automatic adjuster so you are able to turn the star wheel in the opposite direction to remove the drums.

Starwheel does not line up with either access slot to allow a tool to reach it straight on...it sets between the two
