charging promblem

Can't get my 66 charger to charge correctly. Right now I am overcharging which leads me to think I have a grounding problem but I've been over all grounds already. Has new alt, voltage regulator, wires to and from regulator, and still can't get it right. I've been over the whole thing so many times it's draining me. Please help either I missing something simple or I am retarded.
