This is a bit of a frankenstein car since almost everything was stripped when I got it and most of the parts have been picked up along the way. I just very recently got it running (has yet to leave the house) and I noticed that the charging system is undercharging at idle and over charging when the engine is rev-ed up. The voltage pretty much follows the rpm. The regulator is new, so is it bad? Should there be an engine to body ground or engine to the firewall ground somewhere? Also, someone cut all the wires to the top of the bulkead connector for the wipers etc. Does anyone know where I can get new terminals to replace them? Thanks in advance!

You should absolutely ground the motor the frame and it can't hurt to ground the body. Some devices need grounds to balance or stabilize their voltages. You might want to put in a grounding block, it'll probably look better.
