Torsion Bar End Bushing Removal

Hello Everybody, I'm new to the forum and glad to find this community. I have a 77 Plymouth Volare F body. I am replacing the torsion bar end bushings; [Moog part # K7289] and after following the directions, which say to drill a 3/8 in hole through the rivet on both sides of the end bushing [going through the torsion bar] should cause the end bushing part to slide off and then reinstall by bolting the new end bushing [using the newly drilled hole] to the torsion bar. Trouble is I have done as instructed and the thing is still on very secure and will not budge! Evidently the weld is spread further out than at the rivet markings. Does anyone know how I can get these off without seriously injuring my torsion bar? I think I have enough tools to get the job done, but I don't have a torch. I've got to hurry because the county ordinance guy has got a complaint from someone in the neighborhood to "remove the derelict vehicle" from my property...lol Thanks all
