Does anybody know what color the engine should be on a 1970 plymuth duster. Is it orange or blue?

Depends on which engine, is it a Slant 6, 318, or 340?
I believe the Slant 6s were blue, as were the 318s. The 340s were orange, but may have been blue if your car is a very early production Duster.
I usually paint the engine whatever factory color I think goes best with the paint.

All '68 383 were Mopar Turquoise, #P4120752 in a spray can.

'70 340 was Hemi-Orange, #P4349216. Some late '69 and early '70 340s were Blue, #P4349217. All '70 318 or 225 were also Blue, #P4349217. This particular blue is real tough to match, so only buy real Mopar paint if you want it to be correct.
